Color Palette help?

I'm having a really hard time creating color palettes with good value and harmony. Any recommendations on specific techniques, color wheel apps, or palette generators? I've googled but so far haven't found one that works well for my needs.

1) Similiar colours: Pick main colour, then pick two colours adjacent to it on colour wheel. Use the main colour in about 60% of the palette, one of the additional in about 30%, and the other in the remaining 10%.
2) Contrasting colours: Pick a colour, and use it as a main colour (in about 60-80% of the pice). Use the colour opposite to it on colour whell on the rest (esp. on details).

I use the uploader to upload a color swatch image. Then I lock that color and hit the generate button.
