Regarding Art in Public

Today I was walking around neighbouring town with my family to go see a culmination of Artwork spread across the town. Ranging from all skill-levels and styles there was some really cool stuff.
Unfortunatly, not everyone seems to be so happy about this artwork, because it's sometimes quite large, like a whole building front is painted on.
One of the most controversial pieces being 2 cats in a comicy style on the old firestation. I really don't understand what problem some people have with it, it doesn't send any political message, it's not vulgar.
Some artwork was also vandalized with swastikas, but I'm just assuming it was young people drinking a bit too much. When I was young I did the same, just not in public (My friend's school books are not public).
Then we saw one piece where there was a green snake attacking a chicken. The chicken was wearing a diaper while shitting itself. Interestingly that piece was not vandalized.
It's just weird seeing this kind of Artwork you'd normally see on this site, that is obviously fetish-art, being displayed in public. And I wonder if the intention was fetish-related or had a deeper meaning that I'm too dumb to understand.
Then again, hiding fetish in an artpiece (or any media) has become an art itself.

Crass people can like crass(no real judgement, I didn't see it) art too. I could totally see the same people vandalizing(swaztika) regular art seeing a political message when any kind of snake is drawn and liking it enough to leave it alone...
But yeah, without any pictures it's hard to judge. A chicken shitting itself could mean anything and I wouldn't relate it to a fetish before seeing it myself.

Both images in question I only found in the second link.
What I noticed is that the art with the chicken seems to have been edited post publication, because I swear I saw some sus text and stinklines on that chicken.
Maybe it was vandalized afterall.
For the chicken/snake... Yeah, now that I can see it I can see what you mean. Weird to see it in a public space.
