Actually, Bluesky gives those codes but you have to be on a waiting list first and it's super long to get one.
But if someone have an account and after a little bit of time (like 2 weeks), they get some codes and can gives them away. It was the same for Pillowfort except it wasn't for free.

No wonder pillowfort didn't take off. Having to need code AND pay for it?

Agree, Pillowfort was really meh in the end, it was supposed to be the new tumblr when it opened 3 years ago and I saw nothing.
I remember I have paid $5 and get 3 codes for this. Now you don't have to pay anymore of course.

In my case, I got an invite code to Blue Sky from a friend on the 15th of this month. After creating an account, there is a section on the right side of the page saying "0 invite codes available". If you are on the site long enough, around 2 weeks like Spirale mentioned, you get an invite code that you can give to someone that's interested in an account. Hence, I checked yesterday and saw I had 1 code available and gave it to Spirale. :>
