I've only really thought of it as an all or nothing for that area. Fuzzy body with scaled belly, sure. Some tactical fuzz in key probably scritchable spots, absolutely. Don't think I've really seen fur topped scales but it would be pretty interesting! Just like "aww you're so soft- wait a minute"

For dragons that are primarily scaled and just have tuffs of fur (like, chest fur or head fur, or furry tails), I imagine scales being all over the body and the fur that is shown is merely fur growing through gaps in the scales.

For full-body completely furred "dragons", it's just skin, no scales at all (though that enters the debate on whether or not they classify as dragons at all, but that's a maaaasssive can of worms that you could spend days arguing about, because I'm sure "mammal with wings and fire breath" doesn't have the same ring to it).

I think this is a good breakdown of the most probable result, but I still feel like completely furred dragons would have *some* kind of scales. Mostly because I don't like the idea of the 'arms' of the wings being completely barren skin. If we were to assume they're closer to mammals, the only real life species of mammal we can pull from are bats, and they have soft hairs and thin membrane on their wings but that's mostly due to size, so I imagine at the scale of a dragon it wouldn't be a far stretch to go 'underneath this fur there's soft scales' even if they're not like traditional tough dragon scales which could class them as a Reptile

having a furred Dragon as a Character, i can say i prefer the no scale variant.
it doesn't make much sense to me that fur is growing from scales.
