Probably not what you are looking for with a 'game' but To Change is a tabletop rpg with tf where there is usually encouragement to use the TF abilities to your advantage. You can play it solo or with friends.
Also been a huge fan of Changeling Tale and Mice Tea, fantastic visual novels, though those aren't much of games either, more like dynamic stories, but they certainly tackle the consequences of tf.
If you're looking for more like CoC games, maybe The Exile of Aphrodisia? Except usually the consequences of the tfs there are again, characters leaving your party.

I bought the to change stuff but don’t got anyone to play with it and I don’t really want to do it solo.

I completely forgot about exile of aphrodasia. I did enjoy that a lot, and having a bunch of tf fodder around to play with was cool, but the pc tfs felt rather limited.

I more so want a tf game where I can become anything I want if I do the right things, not be at the mercy of rng

You should take a look at the To Change discord, people are always running new game groups. Hell I'd take a shoot at making a pleasure island style one-shot game just for you if that would be fun!

I’ve used both tfgames site n itch before. I may try cattle castle but the next two seem like abandoned projects. I kinda have a bone to pick with skycorp and underworld in general. But thank you for the recommendations!

The Pirate's Fate is a furry VN with a number of possible TFs for the main characters depending on your choices. Pretty much every act of the story have a number of possible TFs, including species, gender and personality.

The various incarnations of Nuku's 'Flexible Survival' text games might interest you; transformations can affect abilities and story events, in the singleplayer version. Plenty of mindless herd bad ends for a dumb donk, too.

'E.V.O.: Search For Eden' is an old SNES platformer RPG where your transformations are from evolution. No sexual content, but it'll be the one on this list with the most actual gameplay.

'Cataclysm: Dark Days Ahead' is a very in-depth apocalypse sim. Transformations are done via mutagen serums, infections/special attacks from various abominations, and cyborg installations; your altered anatomy adds/removes abilities, changes which clothes you can wear, adds flavor text, etc. There is a bit of sexual content, but it is not a development focus outside of specific mods. And yes, there is a bovine mutation tree to become a low INT grazer eating grass off abandoned lawns. There's a paid version on Steam to support development and a free version on the wiki.

This one is what I would describe as "Tf tag", in which after your transformation you "join" the monster's team and try to transform the rest of the humans. There's no real story but you can get a good amount of tf's from it. Also, if the name and characters seem familiar, I think this project was a very rough template for what became known as Rune's of Pandemonium.

Monline Has a bigger emphasis on story with alot of tf's involved. They are [i]mostly[i] tied into bad ends. However as the story progresses, there are times where the main character and some of the party are transformed. Either as an extended bad end or for a story sequence. A great game with lots of cool ideas. My only gripe would be the earlier areas of the game being not as developed as the later ones. This is due in part to the author learning many new techniques and more in-depth mechanics later on. Hopefully someday they'll go back and remaster the first few zones.
