I'm not 100% positive on this, but I've heard before that if you upload a picture to FA from your phone they can rotate. I think the fix is either rotating in an image editor before upload, or uploading from a computer, though not sure. You can change a submission's file also, instead of deleting and reuploading it, if you were unaware, which might make fixing it easier
