If your intent is character modeling you'll need a sculpting program like zbrush (expensive) or the free option Blender. Blender isn't really a sculpting program but it does have sculpting capability. It is simply a full suite of modeling, animation and rendering tools. Both have their learning curves. Blender has an extremely dedicated community. So usually you can safely search google for something and it'll very likely land you on exactly what you need to know.

hmmmm.. true

YAY! :3 Do it! Honestly its a whole new realm to conquer but it does give you the unlimited possibilities of creation. Been using Blender since v3.0 and been a big fan of it and constantly learning to improve. Blender is the best open-source/free 3D program to help you start up and learn your ways within 3D while others - Zbrush/Adobe Substance/Max3D/Cinema4D/Maya are amazing applications for 3D but are the more expensive side of creating.

What do you mean by 3D? When I first dipped my toe in, I started by using a program called DesignDoll. When I got the hang of that, and my ambitions grew, I started using it in conjunction with Blender.

Ah, gotcha. I'm pretty familiar with Blender for things like posing and composition, but not so much for sculpting and building models from the ground up. It might be a good idea to commission someone with that knowledge and dissect the product to figure out how everything works, if you have the money for it.
