It would certainly be interesting, and i doubt a black light would use up more electricity. The problem comes with what you will be able to see, everything white would glow, as for everything else, you would ruin your eyesight trying to see it, like looking at a dark grey object in on a black background. also, just a tidbit, the light you see isnt really UV, its 'near-UV-light' as our eyes cannot see true UV.

yeha but i seepretty well i mean id still have some lighting liek in teh kitchen and bath room that are normal but the rest would be black lights

Then I say go for it if you want! I bet it would look really cool.
