I think I kinda need help

I'm calling all the computer nerd fellas that read this here to see if you have some idea on what might be going on...
My computer where I do all the arts I upload here has been acting up recently.
It only turns on whenever it wants. Like, it is still passing current to my keyboard and mouse, their lights turn on, but whenever I hit the power button, it just doesn't want to turn on. No fan spinning, no PC LEDs turning on; not even the classic whirring on the power supply.
I have tried almost anything that's currently to my capabilities:
-testing with a multimeter if the motherboard is receiving current: it does receive current.
-testing if the CMOS battery has power: it is working fine.
-trying a different RAM: nothing.
-trying to jumper start the computer instead of using the power button; nothing.
-disconnecting everything from the mobo and only jumper start the PSU: it turns on nicely.
-disassembling the whole computer and checking if something is shorting the mobo: it seems like there was an extra mobo stand on the case, i removed it, but it still isn't working.
-reassembling the whole computer and making sure every cable is well plugged: nothing.
I left it with the power button disconnected and gave up. 30 minutes later it turned on even with the power button disconnected.
It seems like it only works whenever it wants and I don't know what to do. I need this computer for both my artworks and university stuff and this whole situation has got me stressed like you got no idea
