The most immediate alternative to Picarto that came up was Piczel, I made an account and did a test stream to test out its functionality and reliability and so far I was pretty impressed! Though it is still too early to give a full opinion the test stream that I did for awhile went off without a hitch the stream loaded quickly remain loaded without buffering and had a consistent delay that was about six seconds that didn't seem to extend or get larger over time. The chat functionality actually impressed me though there are a couple small hitches for an live streamer but overall some major improvements compared Picarto.

So I'm going to give it a shot and jump ship and start streaming on Piczel, I understand that moving to a different site means the loss of followers but with a detriment that is Picarto I feel this is worth a try.
