I need your help and advice!
Here is my situation:
As some of you know, I live in Ukraine. Due to the ongoing war, calling our power gird unstable is an understatement at the moment. For the last month, we have had constant shutdowns and rolling blackouts. The typical cycle is 2-3 hours with power, followed by 6-8 hours without it, with no real warning of when it will turn on or off. This makes my PC unusable for pretty much anything.
I used my old tablet to let me keep working without electricity, but its battery was dead and it worked mostly on powerbank. At this point the battery leak within the casing and has damaged the screen, rendering it dead-dead. I've tried switching to my mobile device as a work around, but due to it's tiny screen, it just isn't viable: I can't see references clearly, and it's uncomfortable to view references when I'm trying to draw. And it's own weakening battery isn't helping, but thankfully I can replace that.
And then we get to another issue that a lot of people can relate to: It's HOT out! Without stable power, I'm unable to do much with my AC, meaning it's typically between 24-28c / 75-82f at night in my appartment with no air flow. Even opening the windows doesn't help. I can't handle the heat very well, and that leads to poor sleep. It's even worse during the day; there's been at least one occasion where I've had heat exhaustion bad enough to leave me dizzy and throwing up. I've tried using evaporation cooling with rags and buckets of water, but that isn't doing much beyond making it more humid. Add to that, water does not do any kind things to drawing on paper, nor does dripping sweat. It's... Kinda hard to make any progress right now.
And again, we come back to the cost of staying alive. War zone or not, I still have to pay rent and cover bills and feed myself. Thankfully, that sum is still only running around $400 USD, but I'm struggling hard to meet even that goal.I don’t feel fair to take more commissions before I done some of what I already owe, but it's difficult to draw in my current situation. I don't want to give up. I'm Going to find a way to make progress. It will just be slow.
So, now to ask people for your guidance:
In order for me to be able to see references for art, I'm going to need to get a laptop of some kind. I need as long a battery life as I can get, and it must be something I can charge with my power bank, with a 13-15.6 inch display (Or larger). The key part? I need it to be as cheap as possible. The primary use will be viewing still images, web browsing, and the occasional video. I don't plan on doing any major picture editing on this device.
Does anyone have any suggestions on something I can get in this part of the world?
And then to ask for your help with funds:
Right now, I'm making $55 USD a month from Patreon, and I hugely appreciate the help all of you offer me. This still falls short of my monthly expenses, and with my country's unstable power grid not showing any signs of getting better soon, I have to ask for help with expenses again as I try and navigate my way through these issues. Any help people can offer would be appreciated.

So the hight prority to take laptop with type-C charge and good enough battery efficiency.
Мінус в тому що кількість шарів для малювання зменшеться від комфортної для вас кількості на компютері, і також буде ДУЖЕ дискомфортно перший час.
Але планшети легко й швидко заряджаються, тримають батарею набагато довше за ноутбуки.
Враховуючи ситуацію зі світлом це найкращий варіант. Але треба буде буквально перевчатись та можливо корегувати стиль під доступні можливості планшету
На відміну від ноутбуку ви хоча б не будете відчувати сильний стрес намагаючись малювати якнайшвидше і по графіку, бо все одно як не як залежатимете від електроенергії сильніше ніж з планшетом.
Не знаю наскільки великими вони бувають, але 14" виглядає реалістично. Екрани там часто кращі ніж в не-надто-дорогих ноутах за якістю. Як бонус, краща портативність і може жити від павербанка довше
