Genuinely, if you are an aritst, you have internet, why not sell art or something, heck you can even post it to people.
Why not try doing things in your power to do to earn the money as you are asking for a hell of a lot.

Seek out a FedEx/Kinko's to scan your art, and then post them for sale on eBay. I'm sure that you can cover the expenses for mailing the artwork.

FA doesn't, though (obviously), and you could auction things here, the way people sell off commissions and stuff these days. If you can figure out a price you feel is acceptable (including cost of shipping), you can post pieces either to sell them outright or in a speed-auction "24 hours after first bid" format. You could even add a little note in the corner to prove that you have it "right here, right now".

For example, if I wanted to prove that I have… say the book I'm reading these days, I would post a picture like so.

Of course, you don't even need to use FedEx/Kinko's! Pierce County Library System will let you use a private study room for free. Some locations even have scanners you can use (computer use limited to two hours), but I think most of them are "hand the librarian your thing and they will scan it for you", which poses obvious problems in your specific case.

Again, space is a premium in my situation. I couldn't find any private rooms at the library in Kent, but I'm not surprised really, the entire Puget Sound has a fentanyl epidemic, and just like they caused numerous bus stop shelters to light up (not to mention the buses), King County Metro removed entire shelters.

I don't have enough space for that. I can't even take the artwork out to photograph, especially when it's rainy season. That's why I need a cargo carrier. At this rate, I barely have enough space to sleep in back of the car.

Come on, your saying there is 0 places anywhere in which you can draw for a little bit and take a photo of it and auction it off to mail it in an envelope somewhere.
Coffee shops, libraries, on a pizza box, in the back of your car, there's plenty of places you can do a quick drawing.
You wont need to store them for more than a few days, sketch something, take a photo and offer it up, then boom ship it to some one, theres $40 for a quick sketch.
Do a few of those a week and you wont need to beg and eventually you might make enough to get a stable place.

Because everyone wants proof it exists, rather than come to a public place and see it in person. Without the facilities to scan everything, I can't do that. Let me pack the excess stuff away, and with my inverter, maybe I can do something.

I accidentally found a YouTube video of one such auction, where the winner got a locker with Robert Asprin's last belongings before he passed. For those unfamiliar with the name, he was a fantasy author, best known for his Mythadventures series, mostly prominent in the 80s and 90s.

It's around $20 a month, but if I move out of state, retrieving my property would require a long drive and gas to boot.

After moving to Washington, I made the unfortunate decision to let a guy I met at the local mission store my belongings in his storage unit. I was meant to meet him the next Friday to retrieve my items, but he never arrived. When I went to the storage facility to ask about my belongings, the owner informed me that he had not paid for the unit, and as a result, everything inside had become the property of the facility. I explained that some of the items were from my childhood, but she told me there was nothing she could do to assist. I will never place my trust in a storage unit again.

Yup, I have to wait for morning to set it up.

It was problematic to get a dry day to set it up, I still need money for the lock.

I stored low priority items up there.

I managed to get a $100 donation, snagged the last one at Home Despot, the soft sided carrier is in a smaller box than expected. Fingers crossed for durability.

I opened the box, it isn't fabric, just really thick vinyl. And it says to secure the zipper with a small padlock, which of course is not included. I guess you get what you pay for. The hard side carriers come with locks built in.

I need to get a padlock, and a cheap foam floor pad for the carrier. Foam to prevent damage, and the lock to "secure" it (I don't see how a padlock can secure something anyone could open with a box cutter).

I could use some money though, only had enough for breakfast. Also getting low on gas.

I can't get the hardware without it.
