Here's the short of it:
FA's rules prohibit depictions of minors and minor-looking characters with fetish content. Recently, the rules were updated: age regression and dirty diapers are now considered fetish content. Some people are upset about this, especially people in the ABDL community, as not everyone considers dirty diapers and age regression fetish content. FA's admins are getting a lot of negative feedback on the changes.

Evidently, new changes to the rules are being proposed again, possibly due to feedback from complaints. I haven't heard anything on it myself, so that's all I know.

I knew the first part but if a revision of it is happening, maybe one could stay.
