It seems that I also was a victim of 
TalonPaw1's scams.
I had completed their commission and found out from shouts on their userpage that they filed a chargeback from a lot of artists like me.
So then I checked my PayPal and yeah :')) they filed a chargeback on PayPal on me as well. Luckily I didn't get to send the finished files to them.
I lost a bunch of money, time and effort because of this.
I'm far from the only artist who they targeted.
Having no much clue about how filing a ticket on PayPal works, I'm not sure if I will be able to get my money back.
Please avoid this person at all costs. Don't let them commission you!

Hopefully PayPal will see the issue as it's mass reported by a lot of the artists who were scammed.
there are places like artistree, it is easy to join
there are also vgen, a bit harder to join, required verification like joining contest or having much followers to be considered 'influential'
or boosty, easy to join, and there is no chargeback because it is simply non refundable..

Youβre a truly spectacular artist as well as a wonderful person and friend. Always wishing you all the best.

just my guess but thatβs usually the case when mass chargebacks happen
Hope you get some of the money back by talking with Paypal.
