Need help with MP4 In WEBM convertation!

Hey! What kind of program i can use to convert mp4 into webm? Cause im so fckn tired when e621 deleting my post for low quality. I used movavi on 500 mb-2gbs files and after convertation files must be lower than 100mb. But quality is too bad. What you can advise?
