The law is effectively killing any chance for British citizens to host websites without having millions in budget to implement the required age verification. Many hobbist forums located there have had to close already, websites that had been online for decades. It effectively further centralizes the internet into few, billionaire actors

I've said it before - there are plenty of domains other than UK. And just most sites, except government, company and bank sites, will just change domains.
And international sites will simply ask for identification via a local social network when accessing from a UK IP-address, on which identity verification will already fall.
