However quickly your world's technological development may be, it doesn't mean squat if no-one bothers to use it. How quickly is new technology adopted on your world? Are there official trials and tests for new devices to go through first, or is everyone gung-ho about buying the latest doodad?

Adoption of newly released technology depends on what it is, but if it improves lives, it typically becomes ubiquitous rather quickly. Entertainment devices and other non-essential technologies are typically slower or less broad. Most people are wary of new devices, especially if testing revealed dangers in previous iterations. The Scientific Committee of Cantun is very strict on ensuring the public knows and understands what testing an invention was put through, and what problems were discovered and fixed.
The Fire-Eaters or "Sand Imps" as they have been nicknamed tend to integrate technologies slower and when they do gain access to new tech, it is usually only the High Priest and their honor guards that gain access initially before figuring out some religious rhetoric way to implement it with some control to their followers.
The Davos people are slow to adapt new tech more often then not, but a few commanders independently may adapt new tech quicker in hopes to gain an advantage over others when it comes to combat. But the society as a whole is very much traditional as the thought of "Their gifts of their home and natural abilities have no need for tech to ruin our culture" tends to weigh heavily in Demon Harbor's Leadership Council.
