The V'vaniish take a very scientific approach to technology. Before something is allowed to be released to the public, it is first tested rigorously on a macro and micro scale. Flaws which render a device prone to breaking, render it inconvenient to use, allow it to be misused, or endanger life and nature must be changed or removed before the invention is dispersed to people.

Adoption of newly released technology depends on what it is, but if it improves lives, it typically becomes ubiquitous rather quickly. Entertainment devices and other non-essential technologies are typically slower or less broad. Most people are wary of new devices, especially if testing revealed dangers in previous iterations. The Scientific Committee of Cantun is very strict on ensuring the public knows and understands what testing an invention was put through, and what problems were discovered and fixed.

That feels so deliberately methodical that I wonder what that's a commentary on. Perhaps how focused we on Earth are with progress, even at the expense of robustness? Though, we can be very focused on making sure a product can withstand the abuse it'll take.

Quite a lot of my worldbuilding details are critiques of real-world problems, especially regarding capitalistic greed and modern politics. IRL, new technologies are often released and adopted quickly, and people are encouraged to use them via peer pressure, usually via corporations. Most of these technologies are often culturally or ecologically destructive, but that's not something the people who make the technologies care about; they care about profit. A lot of new tech is also often dangerous or flawed, and sometimes they're pushed out despite these problems, even when the flaws are well known by the inventor. Also, we often prioritize tech which only exists to entertain or provide convenience, even if said convenience isn't at all necessary (for instance, a lot of those "as seen on TV" inventions).

Technology varies on how quickly it is implemented depending on where you are in the world. When it comes to the Lycans, Kaleshi and Humans, technology is implemented fairly quickly when it is discovered, but the means of making said tech and the speed of which will be faster in say Karvo or Moonhall then Vorka or Shark due to the access to smithing foundries and more industrial aspects of getting stuff to the people/military.

The Fire-Eaters or "Sand Imps" as they have been nicknamed tend to integrate technologies slower and when they do gain access to new tech, it is usually only the High Priest and their honor guards that gain access initially before figuring out some religious rhetoric way to implement it with some control to their followers.

The Davos people are slow to adapt new tech more often then not, but a few commanders independently may adapt new tech quicker in hopes to gain an advantage over others when it comes to combat. But the society as a whole is very much traditional as the thought of "Their gifts of their home and natural abilities have no need for tech to ruin our culture" tends to weigh heavily in Demon Harbor's Leadership Council.

Indeed they are! I guess the closest thing you could possibly compare them to would be possibly Kobolds from DnD/PF2e. Shorter creatures with scaly skin good at digging/burying themselves and surprisingly good builders and quite superstitious. Except they're lizard/gecko in origin instead of some dragon being.
