We should test if the issue is software related then with your OS. Try making a bootable flash drive for Linux or Tails and boot from that. They are built to run off of USB and by almost fully functional, so you should be able to connect to the Internet and browse. If you still get some issues, you may want to consider your home internet to be the cause and reboot your router or call your ISP
