It is far better to be GPU bound on your desktop and gaming rig daily driver than CPU bound.
If the former, you can simply turn down your monitor's resolution & refresh rate along with whatever game(s) you're playing graphic settings.
But if you're CPU bound? Your only recourse is going to be to just buy another much more powerful CPU. And, depending on how dated the rest of your rig is (RAM, motherboard/slots/PCIe/etc), chances are, at the very minimum you'd be replacing your:
-CPU
-CPU cooler/fan/AIO
-Motherboard
-RAM
and God only knows what else, depending on how dated as a whole your system is; and/or how lopside a build it is/was.
