In that case, instead of having someone create a custom avatar, I'd highly recommend looking around at common avatar bases and making modifications or requesting a retexture, for a few reasons.
1) If the base is popular enough, it will have its own market for clothing, accessories, etc. that are already fitted to the avatar without needing to do any blender work.
2) Supported bases generally receive updates that optimize the avatar for VRChat.
3) Bases generally have blendshape sliders that allow you to customize the shape, and in some cases, supported clothing will fit to these sliders (and in cases where they don't, you can fix it).
4) Custom avatars are generally very expensive, and if you don't end up enjoying VRChat, you'll be disappointed. A custom avatar also requires more maintenance and work to modify, which I wouldn't recommend for someone who is looking to have someone else do the work.
My recommendation is two paths:
1) If you're up for a learning experience, Blender and Unity, while daunting, are great tools to learn regardless to allow you to customize your own avatar. They are surprisingly intuitive tools (in most regards) and there are abundant tutorials online. I would try purchasing a base, starting up a Unity project and loading the base in there, then make the edits you need to make. I'd love to help you get started if you're interested.
2) If you're looking to pay someone to do the majority of work setting up the base, creating the textures, etc, there's plenty of people willing to help you with that. I know someone who does commissions like this and I can hook you up. I still think it'd benefit you to learn Unity at least so that you can make change to your avatar whenever you'd like.
For Xanrel, I'd recommend the Reval to start, I think there are more bases like this which could work for you but they aren't popping in my mind right now. My experience is with Winterpaw, Archer and Canis Revamped personally, but I don't know if any of these fit your style. Still, I'd love to help if you want to connect.
