Cities are a bit strange, aren't they? They're centers of population, but they always seem to have two sides to them: The glamourized side that makes them look like the best place in the world to be, and the poor side that shows the immense rot, decay, and corruption that inevitably grows in a city. Works of fiction have taken both of these to extremes, like the city of Rivendell from Lord of the Rings and Night City from Cyberpunk 2077. Rivendell is idealized while Night City is a mockery. So what do your fictional cities look like? Are they idealized? Are they hubs of crime? Or is it somewhere in between?

There's like nice villages and stuff but there's also GTA like environments and there's essentially new growth cities on top of the ruins of the old
It was structured similarly to Minas Tirith from LOTR, the lowest tier of the city are where the new arrivals, beggars, gangs, and where people who show themselves "worthy/strong enough" to get into the middle tier of the city, which holds majority of the population, crafters, workers, industry, shops, stores, and a lot of the agricultural production for the city. (Mainly hydroponic farming of various crops)
The lower tier or first ring/lower city as it's nicknamed, looks more steampunk and rustic in design, as people have had to use literally anything they can to survive and make do. The middle tier of the city is a mixture of rustic steampunk and some of the wealthier middle tier residents are able to afford more luxurious items like cybernetics, specialized weapons and armor, cars, etc. Whereas the upper tier or the wealthy district/upper city is more cyberpunk mixed with elegance in design. Here you can find many CEOs, wealthy industrialists, the powerhouse of the local religion being the large "Old Gods" cathedral as a testament to the old world gods that inhabited the dotted ruins across the world. In this district you find more quality foods like meats, spices curated from the local farms and industrial plants, in addition to much fancier tech from cybernetic limbs to high end weapons and armor to supply their own private security forces. The nobles of this tier have become influential with the leadership of the city, so they have been able to fight to keep their status and power.
Finally at the tippy-top of the city within it's own inner district is the palace district where the ruling class/leadership call home. This is home to the palace, royal barracks, armory, and the royal family that currently rule Vorka however they see fit, with their own private water reserves, food gardens, and botanical gardens for a pleasant walk about. This is where a combination from every part of Vorka comes together in a nice blend of practicality to abundance and luxury, sporting the best defenses and loyal, well equipped and trained security forces around.
The lower city is mostly crime ridden as the local policing forces rather stay out of conflict if the people are damaging property they're assigned to protect or trespassing where they shouldn't. The middle tier has a mixture of mostly honest people making an honest living while some criminal elements like gangs and the likes exist. The local police forces are pretty quick to prosecute those who break the law, but still sometimes struggle when it comes to dealing with the larger more influential criminals. The upper city and palace districts are crime free that doesn't involve some political plotting or espionage to undermine rival nobles or CEOs.
TLDR; The city's food supplies consist of mostly hydroponic grown foods, meat in any capacity is a rarity and considered a luxury by a lot of people. Water is limited so moisture collection or finding ways to recycle as much water as possible for reuse is key to survival.
Everyone has forgotten what civilization means, so they're making up the rules as they go along.
They are hubs of crime and chaos, but not necessarily because of corruption; rather, because no one has any idea what they're doing.
