My opinion is the tower should be first since they come with a keyboard and mouse. Depending on whateever else you get for it. Printer, speakers all that jazz. Then the monitor because the way I see it as long as it still works you can still use your old one on the new PC. I still have my old monitor from 2000. ^_~

Quad core, 1TB HDD, 2GB RAM. I can snag the optical from my current PC.

I'd go with the tower first. Monitor does little good without source of input.
