you can't make muliple accounts under the same I.P adress.... i had that problem (another reason why i was suspended for 2 weeks)

Well it's not me, its my friend so it has nothing to do with my I.P address, so it's kinda wierd, I don't know if their systems are backed up or what but he really wants to join XD

you can, as some artists have a page for their commissions(one account) then just a general account also @.@

That was due to one raid done by some folks who for some reason or another didn't like the new AUP going into effect and decided to spam the shit out of the place.
