I have attempted to investigate this site. From what I gather, it is identical to paypal in terms of how it works. So no, users cannot use paypal as a funding source for this site. Moneybooker requires users to register an account and then add a debit/credit card and/or a bank account, exactly as paypal does. This in itself is not too much of a problem for some users, but for most it could be a bother. Reason being, there's virtually nobody else who uses this provider, and it would become a liability as its another site you're posting your personal information on.

I have already registered an account to check it out though, and I wanted to commission you anyway XD;; So I'm game.

Well. You're in china. There are some international boundaries anytime you go from one country to another with anything. Goods, services, money. I will agree a 1 euro fee is not bad. Some other foreign artists use other means than paypal as well. I attempted to see if the fee's were more fair, but there was no luck.

It is some inconvenience for the possible customers, but if the product is worth it, they can be willing to use different sites.

I would also just suggest, if you do commissions and use the moneybooker site, that you include a brief explanation of why and how users can register and use it. It would help them a bit and feel better about the decision perhaps.
