oh the name of it is Neo Tokyo, it was made in 1986, the 3 directors are Rin Taro ( Who's fame goes to the Hakkenden, legend of the Dog Warriors, Final Fantasy Legend of the Crystals, and long ago, Lupin the 3d who worked with Hayao Miyazaki) Yoshiaki Kawajiri ( Vampire Hunter D Bloodlust, Ninja Scroll, Wicked City) and Katsuhiro Ohtomo ( Robot Carnival, Steamboy, and the anime you mention before, Akira) Their works have remained on par if not at a higher level of quality than most animators in japan. They keep managing to somehow re imagine and re invent how the art form is looked upon :3
