Thinking of drawing again, any tips?

What are all you whipper snappers doing here...?
Way back in the olden days when Dinosaurs roamed the airwaves I draw like other red-blooded American boy does. As time passed I actually got halfway decent at it, keeping sketch and drawing journals and spending good money on art supplies. Of course I wrote, too, something I'd done since I was 7yo and I also spent long hours honing those skills, too.
Now way back even further when wood paneling was all the rage for video game systems I was born a couple months early, which resulted in a nasty little thing called cerebral palsy, which those of you who know Farrelmoon know a bit about. Now her problems with it make me even saying I have it almost seem laughable. My symptoms manifest as a stride that wears out shoes early, horrible handwriting and low upper body strength. Now while the muscles used in drawing are different than those used in handwriting there's still the fact I have trouble with certain artistic skills.
Back to the oh-so far off year of Twwwoooo Thousssaaand (and three) I discovered Furries and started expanding on my artistic and writing repertoire. Eventually that lead to my developing portions of my current Terrae cast. Of course I attempted to draw Susanne and even began on a model sheet for her.
Well then I got onto the VCL and decided to try to apply. Long story sort I was told to improve my art skills but my writing was A-OK. So I focused my efforts on improving my writing and since I only recall having finished drawing a single picture.
Which leads me to today. I want to get back into drawing, just to do it and because I'm a poor (read cheap) bastard who doesn't want to shell out good money for a pictures of the nudie boobens I write about. (No to mention give me a reason to hook up the scanner I own but never use.)
So what should I do to jumpstart my hand-eye coordination and what kinds of supplies should I get for this? Read the above paragraph to understand my money issues, so no saying spend umpteen dollars on pencils and high-quality paper when I might get bored with the idea and change my mind in a few days.
Let me add, telling me to invest in a high quality image editing program is done and done. Besides the fact the GIMP really is a decent program I have a totally legal copy of Adobe Design Premium CS4 already installed and I'll probably have the CS5 version before the month is over. My university has a "deal" with Adobe where I can get it for free (other than $1,200 of tuition).
