ADSL2+ has a theoretical max speed of 24Mb/s downstream (internet -> you) and 1Mb/s upstream (you -> internet), but the biggest factor that affects most people's speed, including mine, is distance from the telephone exchange your line is connected to. You lose about 8Mb/s of speed for every km you are away from it. For us both, it's the Salisbury (SALA) exchange, but you live less then 1km away from it and I live about 2.5kms from it, I only get between 6Mb/s to 8Mb/s (if I'm lucky).
I might add that although my downstream bandwidth is only 6-8Mb/s, I also have Annex M included in my SOHO connection, so I have a 2Mb/s upstream instead of the standard 1Mb/s.
