Money first is usually how it goes. You could do the art first if you like but then you run the risk of not getting paid for it. As for prices, they seem to vary depending on the artist however most of what I've seen lies in the range of 3 to 40 dollars for traditional and digital art depending on what type of piece it is, amount of color and characters, and background. It really is up to you, the artist, to decide how much to charge for your art. If you are still unsure you could post some links to art you have made and ask people how much they would be willing to pay for it. Hope this was helpful and good luck in your endeavors.

Okay, I thought that was how it goes but I just wanted to double check. Ah, I see what you mean. Oh my. I don't think I'm that good to be charging that much. The only commissions I'd be taking would be strictly tame. I don't want them to be too pricey but I don't want them too cheap either ya know? I'll have to do that.
