I saw this on quite a few journals, and it amused me awhile back, but I was too lazy to bother with it until now.
You add up your total, and put it in the subject of the journal. The idea is people don't know what you got fines for, just that you got fined x amount. I feel kind of conned because my fines were things that aren't bad, where as the hardcore stuff like drugs is only a small fine. 5 dollars for doing acid? But 80 bucks for sodomy?
