PS 7 problem

Just recently when I use Photoshop 7
Image > Adjustment > Hue/Saturation the Hue / Saturation box would load but it won't appear anywhere on my screen .
I uninstalled /reinstalled PS7 on a different drives and even uninstalled newer versions of Photoshop but the problem still exist .
System Restore won't work too .
The Hue / Saturation box opens fine on other version of Photoshop both it won't just show up on PS7 .
I also have other computers that has PS7 with no problems .
I'm close to reformatting / reinstalling windows just to fix this problem . But this takes hours .
Does anyone have a better solution to fix this ?
Have you tried utilizing a Hue/Saturation quick mask?
I have isses when changing the color settings in PS7 as the box will vanish and I must minimise the program and then maximise making the box visible again.
Wish that would help but I'm not at your level of experience with it.
I'll try moving the box in another area when I get back home .
If it's in another area that doesnt show how can I move it from there ?
Run the program (move.exe)
Open Photoshop
Open Hue/Saturation adjustment
Press Shift + F12
Move dialog to wherever you like.

I recently had the problem that after switching the sides of the 2nd moitor (from right to left) a window opened (I assume since I couldn't see it) on the second monitor.
It re-appeared when I switched the sides back.
