Question about a commission

What do I do if I ordered a commission in January 2010, I haven't seen so much of a sketch, and I paid up front $65? He finally just caved and said he'd give me a refund, but that was 2 weeks ago, and haven't been able to contact him (shiuk) since. This is maddening :|

Well, waiting over a year for a commission that's never been done is certainly grounds to be angry and demand a refund. Likely could report him to whatever group it was again for the "Do Not Buy" artists, though I forget where that group is now. Doesn't seem like a trustworthy artist if he's screwing you out of your money for this long. How to make him respond and give the refund, I have no idea, likely have to keep pestering him regardless.
