Commission from Shiuk - trouble

Nothing noteworthy here
So I commissioned a picture from 
shiuk in January... of 2010. For months afterward, I'd ask him about it, and he'd never have it done, despite having uploaded multiple other pictures. A few months ago, I finally just gave up and asked for a refund. And he hasn't been able to deliver on that, either. Here's an example of a typical conversation
[15:04] Taimake/Rejonicle: Yoooo
[15:07] ShiukSalamander: Rawr
[15:08] Taimake/Rejonicle: Any luck..? It's been over a month since I asked last... So I figured I should
[15:11] ShiukSalamander: No luck yet, just has been far too slow
[15:11] Taimake/Rejonicle: so what's the problem with it now
[15:12] ShiukSalamander: um, just that I haven't had enough work come in
[15:13] ShiukSalamander: hence, far too slow
[15:14] Taimake/Rejonicle: Work as in...?
[15:15] ShiukSalamander: I'm confused as to what you don't understand now
[15:16] Taimake/Rejonicle: What is your work
[15:17] ShiukSalamander: Um....nothing
[15:17] Taimake/Rejonicle: Do you mean commissions
[15:17] ShiukSalamander: yeah
[15:17] Taimake/Rejonicle: Do you realize the irony
[15:18] ShiukSalamander: I do :p
[15:18] Taimake/Rejonicle: You can't draw my art/refund my money because... you don't have enough art to draw?
[15:18] ShiukSalamander: We already aggreed on a refund
[15:18] ShiukSalamander: and just a refund
[15:19] Taimake/Rejonicle: Like I said, I agreed cuz you weren't gonna draw the picture :| 17 months

Although, I guess he'd just look at it, say meh, and roll around in your money like an asshole. :P
