The  pokestarrangers is a part of the PCA. It is basically a summer camp where kids go to learn from trained professionals how to become Poke-Rangers and in some cases Poke-Star Rangers (their space division). The PSR was set up as a sort of out of time frame scenario, so it is possible to have kids both in current time PCA things and in the PSR summer camp scenario at the same time without dramatically effecting said character being used.

Basically the current scenario is a group of summer campers (Think of it like ....the Boy Scouts) learning the ropes and getting a chance to have a weekend visit to the PSR Space Station, where hijinks as PCA kids are want to do happen and they eventually get caught in the middle of some unexpected action.
