I would say that we have a ban on Ultra Beast students. Since they're not naturally in the universe in game as is, we can easily hand-wave them as some sort of folklore or cyptozooology.

I think the best idea is that the situation could be the same situation as Deoxys students who are transfer students from planet ribo prime. UB students could be transfer students from... somewhere "far away but close"... (Those who finished the game know exactly where.)
