Looking for a Web Designer

Again, I'm looking for a web-designer to assist me in updating a site. I have hosting and a domain.
This is a serious offer, the terms of which we can discuss. Most likely, I want an individual who takes his work seriously and can point out a few portfolio pieces; moreover, I need someone who can help me do more than I already can using html and design-mode on Dreamweaver.
The work structure is preferably a commission for contracted work, followed up by a regular payment for a assistance during a period of time that content is then uploaded.
Conversely, if there's little interest, this may be one more skill I have add to my resume. :)

I've taken a couple of web design courses, but I'm no master at it. Mainly I did things in HTML and CSS, with a bit of dabbling with wordpress and javascript. I'm taking a course in PHP next semester though. XD
