I think it was actually just a tooltip update; as it always seemed slower to reload and slightly weaker then the normal 'launcher (I got the set on day 1). The replacement for the shotgun, which I SWEAR looks like the Alien Blaster from the Fallout series, is amazingly good on Payload maps, since everyone is clustered up around the cart. And since they're standing still or moving slowly, it hits them multiple times as well, particularly the larger targets like Heavies.
