My explanation to the mourning is that these things last... they do for a while... See, during wars and years after, people mourn loses. These events fade in time as those who experienced it close, or first-hand, pass away. The date will be remembered but the mourn will not last forever. Many times, such huge events cause a trauma on the people who lost those who they loved.
mourning over 9/11 is a way to accompany the people on their pain and suffering. Time will cause this to eventually fade into a day to remember. You could say, is something that was not supposed to happen in this country
