In this case it's actually the apartment complex's fault--their bandwidth coming into the building is not anywhere near large enough to meet demand. I can pay for a direct line and separate service from a different provider, which would remove the bandwidth crunch... but I'd also have to find room in my budget for it.

some places actually give discounts for living in apartments you can always look into that cus that is major blah
