Isn't it kinda funny how some artists, who owe people a picture or refund, will ask for donations as often as they can, even as far as putting it in their signature?

And yet, they continue to draw free icons or 'raffles' for people, while others who prepaid years back get nothing but excuses like "I have no job, somehow, again, every 2 months" or "I've been sick, every single week since you paid me lol" etc.?

It's astounding to me that this kind of thing goes on and no one says anything. I suppose that's what trouble tickets are for. I opened several lately for this sort of scamming that particular artists are doing.

If you demand payment up front and never produce, saying you have to 'save up' to refund, I'd think 2 years is a long enough wait, no?

I suppose filing a grievance with paypal is the next step.
