I feel impotent. I have the desire to write, to finish, and I know what I want, but I can't muster the energy and I can't word it right.
Also I can't stick to a single damn project. I have at least three I want to get off the Work in Progress backburner, two that I haven't even started but have meaning to, one I've just started nudging along, and Another story is jumping up and down while whispering "I'm short and sweet and fun, write me!"
I am utterly unproductive.
Meh.

It's an insidious form of writer's block; unfortunately, I cannot offer you any reliable suggestions to overcome it, so take the following with sufficient salt.
Forcing yourself to write with no regard for quality may work, but runs the risk of really burning you out. Another thing which may work is going on a creative vacation: deciding that you aren't going to write or worry about writing for two weeks, for example, and sticking to that for the duration. Afterwards, you are hopefully invigorated.
