i guess since it's the generic public comment region, they make it sound more 'audible' since it could be considered more open spaced and in noisier areas?....but that is trying to associate it beside commonplace situations with multiple people and parties. :)

still, it would be kind of awkward to shout most of the things said in shouts. sometimes i try to imagine someone shouting some of the messages and i find it humerus

Its a reference to music concerts and DJ'ing. Shout outs are just that, usually a verbal announcement to somebody. I guess at some point in time people thought it would transfer well to text format.
