Need help with a broken hard drive.

It is a very old hard drive from the 90s so only has like maybe 10GB if that.
I want to know how to repair the silicon surface as it is scratched and it makes a horrible clacking noise too.
I think it is due to the huge scratch that covers most of the first waifer on the top disc.
Any one have any suggestions on fixing the silicon disc and is it even possible to do so?
I want to get as much data off of it as possible as it has been many years and we thought about doing the data recovery guys but that is at least $1200 for something like that.

It's actually not silicon but various other metals. It's impossible to repair, even if you could the repair process would eradicate the data. Data recovery is really the only possible option and even that wont recover the data on the scratched areas.
