HELP ME HE'S PEEING ON EVERYTHING!

I have a male cat, he's young, about 1 year old, a Russian Blue, not fixed, and he's got a bathroom problem. Now, he's not spraying. Both myself and my mate know what that looks like and he's not doing that. He's literally peeing... and apparently now shitting, on anything and everything in the house that smells like my mate.
I'm not even kidding.
He knows where his litter box is and always has access to it easily. He even uses his litter box like any normal cat. But despite this, he insists on going to the bathroom on my mate's clothes, blankets, pillows, etc etc etc.
We used to have a lot of clothes on our bedroom floor cause we're lazy when we go to bed and just throw them there. We also kept Loki (the cat) locked in our bedroom so he wouldn't fuck around in the house. That was a fine routine for MONTHS. We'd let him out when we woke up and he'd go to the bathroom without a hitch, nothing anywhere outside of his litter box. Even after we moved to a new house he continued to behave just fine. Even after we moved his litter box into the bathroom from our bedroom, he still behaved correctly and went there to relieve himself. But eventually he started to pee on Gabrielle's stuff. A pair of pants, a shirt, a sports bra, anything like that. Then eventually it continued, and so we started leaving the bedroom door cracked so that he could get in and out whenever he wanted. We figured that he just couldn't hold it until morning anymore, so we tried to accommodate. But that apparently wasn't the issue. So then we started locking him OUT of the bedroom at night so he couldn't get in while we were sleeping and pee on our shit. (most of it was Gabrielle's. He really wasn't peeing on my clothes) But that apparently didn't help. We'd go out to a park or something (due to the recent weird-ass weather) and come back and find he'd peed on more clothes.
Or so we thought.
Apparently he wasn't doing it while we were gone. We found on that we were home when he did it. He'd be fine all day. He'd function normally in our absence. But things would start to wind down, our room mate would go to bed, my mate and I would watch Scrubs or Spartacus or some movie and while w were in the living room, he'd to into our room and urinate. Literally, just the other day, we finally went to bed and found that Loki had peed on Gabrielle's PILLOW this time, because we had removed all the clothes from the floor to try and prevent him from peeing on them anymore. We removed the pillow from the bedroom and took it to the tub (we have no washer and dryer, btw, so you can see why this peeing issue is really becoming a serious problem, no?) Absent the pillow, the next day he decided it was a great idea to pee on our comforter. Our mother fucking comforter. So now that's dirty too. This morning, when our room mate was up getting ready for work, he saw Loki trying to take a shit on Gabrielle's already peed on pillow, which was a few FEET from the cat's liter box, the path to which was completely clear, btw. So our room mate threw Loki into the bathroom and locked him in there. We let him out when we finally wake up, and he's ripped the brand new roll of toilette paper to shreds. He'd done that before too, and knows he's not supposed to.
So, any suggestions? Because this is getting fucking ridiculous. He won't go to the bathroom on anything but my mate's stuff and in his litter box. (it seems he now prefers to go on clothes and blankets though, the ass hole) Please please help. We don't know what the fuck to do with him.
