American tax system question.

So I got curious about the States tax system, as in where tax money goes into, after a friend telling me about how he has to pay over $4000 this year, and...I couldn't figure out why. my limited grasp of the system still leads me to be confused as to where all that money goes. The federal responsibilities are almost non-existant as they have passed most of the work they should be(in my opinion, sorry) off on private companies.
They don't maintain prisons, they don't maintain infrastructure, they don't maintain healthcare, they don't do a hell of a lot really, other than military and some social assistance(which is constantly under threat of being cut).
so I guess this is a bit snarky, but my opinion is coloured by the fact that they seem to be passing work off on companies instead of doing it themselves, that being said..wheres all that money going?
