Just curious, what is everyone else's take on this? It might just be my political ineptitude but just by that article this one doesn't sound quite as bad. Can somebody spell out the bad for me in layman's terms?

Just as with any extreme law, the first thing they will do is try to pass the whole thing, to which of course it will be slapped down. So what they will do next is break that law into smaller laws and pass those. SOPA is just one piece of a bigger attempt to get more power on the net. What they're trying to move to is taxing the net, completely control over what you do and can do, etc.

Also as a general rule of thumb, major newspapers/news shows are usually a bad way to get info on these sort of happenings. Assuming they even cover them at all, they'll almost always try and downplay any concerns that are brought up regarding the bills, due in large part to them being, for the most part, owned and run by the very people trying to get the bills passed.
