Looking to commission someone >0>!

Its been a while since my last journal xD;; *derps around* but i'm actually posting this one hoping that someone can help me
I'm looking to commission someone to draw something really specific for me ;3; *my own skill is...very lacking :'D * Plus I like having pretty arts to look at and who doesn't like monies thrown at them?
But ah yeah commission specifics. c:
I'm looking for someone who can draw humanoid figures as well as the skeleton. In addition also the ability to draw fire and do glass effects :'D *rendering glass is a butt ;A; I understand this and willing to pay handsomely for it.*
If you can make a ref sheet or a turn around that would be most awesome.

His 'skin/body' is actually made of obsidian black glass and his bones are literally burning inside of him. Has two fiery phoenixes tattooed/carved onto his skin which glow. Likes to dress in snake skin and denim >3>;a
But um yes if you think you can do it or know someone who can that would like a nice sum of monies thrown at them please let me know.
Budget is looking to be around...i'm willing to go upwards of 150-200 USD for a complete ref sheet since he isn't an easy thing to draw. A bit less if its just a figure. Not looking for a complex background if at all. Willing to negotiate the price if i can see previous examples. Payment would be done through paypal.
