For free, you could probably set something up on Tumblr or Wordpress.com. There might even be free, ad supported sites that cater specifically to comics. I remember that there use to be one called Keenspace, but I don't know if that's still around.

If you're paying for server space, I'd recommend using the Wordpress with the Comicpress theme.

That actually seems like the norm. Just about every comic I follow also has a blog of some sort available.

Keenspace? Been renamed since then. (Comicgenesis? Not sure.) I think Tumblr and Wordpress are good ideas from Maho up above, too.
