Is a dragon considered a herm if they have all male parts, look male, and act male but they also have parts to get pregnant solely for the purpose of Mpreg?

No, a herm has both sex organs... Although a fetus is needed.. So... You can be a herm but without a vagina... Although that's impossible ^~^

I say yes. If a male dragon has male genitals and can be pregnant, that's obliged he also has the female parts and so he's an hermaphrodite. That the same case for human hermaphrodism (look at wikipedia for the three cases ^^)
