Charging hourly rates on commissions?

Has anybody ever tried this?
For instance, if I charged $5 to draw a pokemon I'd end up spending far less time and effort if I had to draw Pikachu than if it was something complicated like Arceus. Add in other factors like backgrounds (drawing, say, some rocks or trees is WAY less work than drawing a city scene in perspective or an interior with furniture) it can really add up.
So it seems like an hourly rate would be more fair in general since I would only spend a set amount of time on a given project.
The downside is, of course, if something goes wrong and I'm unable to finish a piece in the allotted time then that causes a problem... Hm.

I've read through her commissions TOS and I see that she's pretty specific about everything - which I think is great and is something else I'd thought about. Also getting clients to find their own ref images because goodness knows that takes up a LOT of my drawing time!

I've seen some people do live streams where they will offer to draw that persons character or anything they want for a set rate of an hour or 2. once they see money in their paypal they do it all live right there. That might be a good way to do stuff on a hourly level.

Yeah well, the procaster wants like 4GB of RAM and my internet connection here on Guam is so shitty that it's just not worth bothering. XD
