I'm a watcher, and no it doesnt. I have nearly 400 people on my watched list and not one single person's "scraps" submissions are ever shown in my submission inbox.

I receive things that were posted into scraps - it's FA's script. No one is opt out of it, just people don't realize it was in scraps in the first place, but this wasn't posted in scraps, I sent it after I posted the design I made.

I myself have next to zero experience when it comes to using tools to edit pictures (with MS Paint being about the only of said tools I actually have), so I figured I'd leave this to those who actually can do it without it looking horribad.
I would have expected more participation for you though.
